According to the Immigration and Customs Enforcement (ICE) agency, 55 percent of the 409,849 people who were removed from the United States in 2012 were deported on the grounds that they had been convicted of crimes. Another 21 percent had been found to be repeat immigration violators, 17 percent were individuals who had been apprehended at the border, and 3 percent were immigration fugitives. The remaining 4 percent fell into the category of "other removable aliens."

Over the past 5 years, ICE's priority has shifted to primarily focusing on deporting criminals. This trend is represented by the fact that only 33 percent of removals were in the criminal category in 2008 as compared with more than half in 2012. The "other removable aliens" category has seen the greatest drop in this time period, falling from 25 percent to 4 percent.
